The Municipal Information & Data Analysis System (MIDAS) is a web-based  tool that provides, free of charge, access to the Financial Information Return (FIR) schedule data, for all Ontario municipalities. MIDAS converts FIR data into meaningful reports, making benchmarking exercises convenient and fast.

MIDAS was developed in 2006 and launched in 2007. Since then, there have been very few user interface enhancements. AMO is pleased to launch a refresh of the MIDAS municipal user interface. The functionalities remain much the same.

In order to streamline municipal reporting requirements, the collection of Municipal Performance Measurement Program (MPMP) measures (formerly Schedules 90-95 of the Financial Information Return) are no longer required, and have been replaced by Schedule 80D.

MIDAS is a program of the Association of Municipalities of Ontario, developed in conjunction with the Ontario Ministry of Municipal Affairs and Housing and with development funding provided by the Ministry of Finance's Strengthening Our Partnerships program. Access to MIDAS' FIR data is provided free of charge to all Ontario municipalities, creating opportunities to share information, compare data and implement best practices.
