PJ Marshall Awards
The Peter J. Marshall Municipal Innovation Award honours one of Ontario’s youngest and most innovative Municipal Finance Commissioners. It recognizes those municipal governments demonstrating excellence in the use of innovative approaches to improve capital and/or operating efficiency and to generate effectiveness through alternative service delivery initiatives and partnerships.
The Award’s objective is to showcase instances where Ontario municipalities have implemented and can point to tangible outcomes from new, more cost effective ways of providing public services and facilities. By awarding and profiling innovation, we continue to advance creativity and strong municipal government.

2024 Award Recipients
- Regional Municipality of York - The Peter J. Marshall Innovation Award Jury presented its highest award to The Regional Municipality of York for its automated transit facility inspection program.
- Town of Midland - The Peter J. Marshall Innovation Award Jury presented its highest award to the Town of Midland for its project: Leveraging AI for Enhanced Risk Assessments for Water and Wastewater Infrastructure.
- City of Peterborough - The Peter J. Marshall Innovation Award Jury presented its highest award to the City of Peterborough for its Modular Bridge Housing Community project.
2023 Award Recipients
- City of Vaughan – The Peter J. Marshall Innovation Award Jury presented its highest award to The City of Vaughan for its AI-based Road Patrol Manager project.
- Municipality of Middlesex Centre - The Peter J. Marshall Innovation Award Jury presented its highest award to the Municipality of Middlesex Centre for building efficient shared services through technology.
- City of Markham - The Peter J. Marshall Innovation Award Jury presented its highest award to The City of Markham for its approach to the 2022 Markham Municipal Election.
2022 Award Recipients
- Prince Edward County Receives Municipal Innovation Award for Innovative Approach to Rural Housing Development. Ottawa, Ontario, August 16, 2022 – The Peter J. Marshall Innovation Award Jury presented its highest award to Prince Edward County for supporting the expansion of housing developments by working with developers to fund major water and wastewater infrastructure projects during their pre-design phases.
- Durham Region Receives Municipal Innovation Award for On Demand Transit Service. Ottawa, Ontario, August 16, 2022 – The Peter J. Marshall Innovation Award Jury presented its highest award to Durham Region for its On Demand transit service. Durham’s On Demand transit system ensures that all residents have access to public transit, regardless of where they live in the region.
- York Region Receives Municipal Innovation Award for Record-Setting Sewage System Project. Ottawa, Ontario, August 16, 2022 – The Peter J. Marshall Innovation Award Jury presented its highest award to The Regional Municipality of York for its York Durham Sewage System Forcemain Twinning Project. The project broke records for the use of innovative microtunneling technology, which reduced disruption to the public and environment.

City of Markham Receives Innovation Award for Community Hub Partnerships
Toronto, Ontario, August 17, 2020 – The Peter J. Marshall Innovation Award Jury presented its highest award to the City of Markham for its Community Hub Partnership project.
York Region Receives Innovation Award for Online Development Approval System
Toronto, Ontario, August 17, 2020 – The Peter J. Marshall Innovation Award Jury presented a Certificate of Merit to The Regional Municipality of York for its innovative online approach to reviewing and approving development applications, called YorkTrax.
Township of South Frontenac Receives Innovation Award for Private Lane Upgrades
Toronto, Ontario, August 17, 2020 – The Peter J. Marshall Innovation Award Jury presented a Certificate of Merit to the Township of South Frontenac for its innovative approach to helping residents upgrade private lanes to improve access.

Municipality of Grey Highlands Receives Innovation Award for Customized Online Service App Toronto, Ontario, August 22, 2019 – The Peter J. Marshall Innovation Award Jury presented its highest award to the Municipality of Grey Highlands for developing an innovative mobile app to improve customer service and community engagement. The project demonstrated many of the P.J. Marshall Award’s criteria: innovation, tangible benefits to the community, improved efficiency, and the ability for other municipal governments to use the project’s concept. |
City of Markham Receives Innovation Award for Diverting Textile from Landfill Toronto, Ontario, August 22, 2019 – The Peter J. Marshall Innovation Award Jury presented its highest award to the City of Markham for its innovative approach to recycling textiles and managing unregulated used clothing bins. The jury was impressed at how Markham helped to tackle growing waste while also ensuring the community benefited directly from recycling through charitable community partnerships. |

Marshall Innovation Award Jury presented its highest award to York Region for an innovative approach that uses remote video technology to make policing more efficient and effective.
