Sean Kelly Biography
Sean Kelly is a dedicated municipal leader serving as a Councillor for the City of Belleville, where he has represented residents since his election in 2018 and re-election in 2022. Throughout his time on Council, Sean has demonstrated a strong commitment to effective governance, fiscal responsibility, community engagement, and building collaborative relationships that deliver meaningful results for residents.
As a member of several key City committees – including Economic Development, Transportation, Southeast Public Health, Accessibility, Equity, Diversity and Inclusion — Sean has contributed to policy development and strategic decision-making on issues that strengthen communities and improve municipal services.
Sean is an active participant in provincial municipal advocacy through the Association of Municipalities of Ontario (AMO), having represented Belleville at annual conferences.
Ontario is a diverse and rapidly evolving province. While our municipalities vary in size and geography, we share many common challenges: delivering infrastructure in a fiscally sustainable manner, increasing the supply of attainable housing, addressing homelessness and mental health, supporting economic growth, attracting and retaining skilled workers, and ensuring communities have access to reliable provincial and federal funding. As one of Ontario's fastest-growing regions, Eastern Ontario also requires strong advocacy to ensure provincial policies recognize both the opportunities and the unique challenges facing our municipalities.
Sean believes municipalities are strongest when they work together to share best practices, advocate with one voice, and develop practical solutions to the challenges facing communities across Ontario.
If elected to the AMO Board, Sean will bring a collaborative, practical, and solutions-focused perspective. He believes every municipality—large or small, urban or rural—deserves strong representation and meaningful opportunities to contribute to provincial policy discussions.
