SINGLE-TIER*
Single-tier municipalities include all northern municipalities where there is no upper-tier governance at the District level, as well as “separated” municipalities which are geographically located in an Upper-tier municipality but are separate for political purposes. Single-tier municipalities have responsibilities for all local services to their residents.

REGIONS
A regional government is a type of Upper-tier municipality, which provides services better suited to larger geographic areas. Regions are federations of the lower tier municipalities within their boundaries, and while they do not manage the lower-tier governments, their councils have representation from lower-tiers.

COUNTIES
A county government is a type of Upper-tier municipality, which provides services better suited to larger geographic areas. Counties are federations of the lower tier municipalities within their boundaries, and while they do not manage the lower-tier governments, their councils have representation from lower-tiers.
DISTRICTS
The term district is generally used in Northern Ontario, and in most cases only refers to geographic boundaries that do not serve any municipal government purpose. All municipalities are effectively Single-tier. Although, District Social Services Administration Boards (DSSABs) do provide some social services (like public health and social housing) generally aligned with these geographic areas, including “unincorporated areas” which are sparsely populated.
